Ireland’s record in children’s rights is under scrutiny by the UN today and issues including direct provision, Traveller and Roma children and child poverty rates will be under the spotlight. Child Direct Provision Payment Increase will have Limited Impact
06 January 2016
While the Government’s announcement to increase the Direct Provision Allowance (DPA) for children by an additional €6 – the first increase in almost 16 years – is welcome, it will have minimal impact on families; said three leading children’s organisations, the Children’s Rights Alliance, Barnardos and the ISPCC. The increase brings the payment to €15.60 per week for each child, however, this commitment falls far short of the recommended increase to €29.80 as put forward by the Working Group Report on the Protection Process in June 2015.

The children’s charity’s comments come in light of the unanimous European Committee of Social Rights finding today that Irish domestic law is in breach of the European Social Charter. Barnardos today welcomed the European Commission’s Country Specific Recommendations for Ireland which urge the Irish Government to provide better access to affordable full-time childcare. In its list of policy recommendations for 2015 the Commission highlighted that access to full-time childcare in Ireland is limited and expensive. It commented that poor availability of affordable childcare prevents parents, particularly lone parents, from accessing work and puts more children at risk of poverty.

When they lost their home, Shauna and her mum had to move into emergency B&B accommodation on the opposite side of town. They have to be out of there by 10am and are not allowed back until 6pm. Shauna’s mum has to work, so when Shauna finished school, she had to wait in her mother’s workplace until she finished up. It was the safest place for her but she had no-one to talk to, no space to play or do her homework.

This year, Santa has decided to go a bit green, and has located his workshop in the beautiful Avondale House and Forest Park in Rathdrum Co Wicklow. He’s also doing his bit to support Barnardos! A new Santa experience called The Forest Train has opened in the Avondale Estate. Families can take Toots the Train through the winter wonderland of Avondale Forest, under the giant oaks and the mighty canopy, deep into the woods to visit Santa in his busy workshop where the elves are busy making toys for all the girls and boys. Santa will see each family individually and every child will receive a wooden themed gift, and get a special photo taken with the man himself in his workshop.

Remarks by Fergus Finlay, CEO, Barnardos at the Ombudsman for Children's 10th anniversary symposium “CHILDREN, FAMILIES AND THE STATE”. A couple of years ago, we did a lot of work in Barnardos in trying to plot a strategic direction for ourselves. We’ve always had a simple mission – to make Ireland the best place in the world to be a child. Simple to state, that is, but perhaps a bit harder to achieve. One way of meeting that challenge, we decided, was to focus in the first place on those children whose lives are most affected by disadvantage. We see those children – our children - as being trapped by a sort of triple lock. The circumstances into which they are born, the problems and issues that beset their families and the conditions that prevail in the communities where they live – all these things conspire to make their journey through life, from childhood to adulthood, especially problematic.

Deaths of children in care in 2012

Barnardos is deeply saddened by the findings of the National Review Panel that 23 children and young people who were either in care or known to the care services died in 2012. It is particularly alarming that nine of these children died by suicide, the youngest only being 13 years old.

Move to Reduce Uniform Costs is Good News for Parents' Pockets

Dublin, 11th November 2013. Barnardos is pleased that uniform costs could be significantly reduced for parents by the next school year. Today, the Minister for Education outlined plans for the Department to get schools to consult with all parents through a questionnaire on how to reformthe school uniform. This survey will be conducted in early 2014 to ensure that changes can be made ahead of school returning in September 2014.

Dublin, 7th November 2013. Barnardos broadly welcomes Minister for Children and Youth Affairs Frances Fitzgerald’s steps towards improving access to aftercare services for all care leavers. Her proposal, approved by Cabinet, is to amend the Child Care Act 1991 so that all young people before leaving care are assessed and an individual aftercare plan be drawn up for them.

Children’s referendum result stands – a good day for children

Justice McDermott in the High Court today rejected the challenge to the 2012 children’s rights referendum. The judge found against Joanna Jordan on all counts in a robust and considered decision. Speaking at the Four Courts today, Barnardos, the Children’s Rights Alliance and the Irish Society for Prevention of Cruelty to Children (ISPCC) welcomed the decision.

Barnardos has welcomed many of the announcements made in Budget 2014. The children’s charity said that the Government has shown it has been listening to hard pressed families and has alleviated at least some of the pressure on them. Practical measures such as the introduction of free GP care for the under fives, the roll out of school book rental schemes in all primary schools together with the child benefit rates remaining unchanged means that families get a bit of breathing space in 2014.

There’s a Craft Demonstration Event taking place on Saturday October 12th in the Tara Towers Hotel, Blackrock from 10am until 4pm. You can learn how to knit, sew, quilt, do floral arrangements, make jewellery, cards, candles, hats, and much more. Demonstrations will take place throughout the day and you can try your hand at some crafts. This project, directed by Dr. Carol Coulter, will for the first time ever make public the court reports dealing with child care proceedings and remove the ‘in-camera’ rule that has prevented any such reporting to date. The project will give an insight into the nature of the cases and the reasons why children are taken into care while still maintaining the anonymity of the children and families involved.

In a survey conducted by Barnardos, the National Women’s Council of Ireland, OPEN and Start Strong, many parents said that childcare costs stopped them going on holiday or buying treats for their children while others said that costs actually prevented them from taking up employment or moving from part-time to full-time work.

Children’s charity Barnardos has said that CSO figures published today for 2011 show the ravaging affects of recession on children and families in Ireland. Following the CSO's publication of the EU Survey on Income and Living Conditions 2011 (SILC), Barnardos said that children and families were the worst hit by the recession, reflected in the increase in the consistent poverty rate for children from 8.8% in 2010 to 9.3% in 2011.

'Exploring Adoption': a course for Adopted Adults from Barnardos, starting Feb 2013

“Exploring Adoption” is a four session evening course for adopted adults starting 21st February 2013. This course will be helpful to adopted adults who are considering searching for background information, who have had an outcome to their search and/or who would just like an opportunity to reflect on the experience of being adopted. Numbers are limited to 10 participants. The course is facillated by Barnardos Post Adoption staff and costs €80 including materials.

Some children have to imagine a lovely Christmas dinner, imagine nice presents and imagine a nice warm home. Sadly, Grace is one of those children. When our project worker, Kelly, first met three-year-old Grace, she was out walking with her mum near a Barnardos project. Kelly could see that even though it was very cold, Grace was barefoot and she didn’t have a coat. She saw them again the next day and a few days after that – and she became so concerned that she decided to strike up a conversation.

Dublin, 2 October 2012 –Barnardos has welcomed the debate on the reform of child income supports. The children’s charity said that while it hadn’t seen the report, reform of the current system was long overdue but that this reform must not put more families at risk of poverty. Barnardos’ CEO, Fergus Finlay, said: “We know the importance that Child Benefit plays in supporting parents with the high costs of raising children in Ireland. The proposed reduction as reported in media of €40 per child is too big a drop in the monthly incomes of families who are already struggling. Any reduction must be phased in over time and must be countered by an increase in income and service supports for low income families.”

Thank you to the 208 combine harvesters who set a new Guinness World Record on Saturday in Duleek, county Meath. They travelled from every corner of Ireland to participate in the challenge and to help raise funds for four charities: Barnardos, Self Help Africa, The National Rehabilitation Trust and the Gary Kelly Cancer Support Centre. Vocalize - Concert in Thurles, 1st Sept

Vocalize is 7 member choral group, featuring of some of Thurles town’s finest young singers singing 4 part harmonies under the musical directorship of Miss Geraldine Delaney. The group are holding a concert in The Source Arts Centre, Thurles, on Saturday 1st September at 8.15 pm. In this, their first full concert, audiences can expect everything from rock and roll, classic 60’s hits and movie soundtracks through to the Broadway and West End stage all performed in their inimitable close harmony style and backed by a six piece band. “Bikers for Barnardos” are a group of motor cycle enthusiasts who are organising a bike run from Cork to Kenmare on the 19th August. The 150 strong team are raising money for the Barnardos Brighter Futures Centre in Knocknaheeny, Co. Cork. Sign on time is 11am with the run leaving at 12pm sharp from the greyhound track in Curraheen, Bishopstown. Taking the scenic route through Glengarrif and Healy Pass the run finishes in Kenmare town and promises to be a great ride and a great fundraising event for Barnardos!

The team in Barnardos’ shop on Lower Rathmines Road say that the donation was made by a lady on Wednesday, 30 May last at approximately 1.30pm. Best of luck to everyone taking part in the Head2Head cycling challenge that starts this Thursday, 29th May. Almost 100 cyclists, lead by Kevin Feeney and Neal Collins, will cycle the full length of Ireland. The cycle takes place over seven days with each cyclist covering approximately 100km per day, from Malin Head in Donegal to Mizen Head in Cork, taking in Sligo, Mayo, Clare, Limerick and Kerry. As one of the chosen charities Barnardos are delighted to be involved. We are heavily reliant on the generosity and enterprising spirit of groups like those involved in the Head2Head Challenge to help us generate funds. Every mile they pedal and cent they raise will make a difference for the 6,000 children and families that we work with.

The three organisations behind the 7 Is Too Young campaign have said that they continue to have grave concerns about changes to the One Parent Family Payment as set out in Section 4 of the Social Welfare and Pensions Bill. Following a meeting with Minister for Social Protection, Joan Burton yesterday, OPEN, Barnardos and the National Women’s Council of Ireland said that they continue to oppose the removal of the lone parent payment once the youngest child reaches 7 years as set out in the Bill. The group welcomed the Minister’s commitment to developing childcare and after school care in Ireland, but said that they were not convinced that quality childcare of the kind needed can be delivered in the very ambitious timeframe being put forward by the Minister.

Utopian Childcare System Unlikely in the Immediate Future

OPEN, Barnardos and the National Women’s Council of Ireland have welcomed Minister for Social Protection, Joan Burton’s, acknowledgment that lone parents should not lose the One Parent Family Payment when their youngest child reaches the age of seven unless a comprehensive system of “Scandinavian” style childcare is in place. However, the three organisations continued to express concern with the progression of Section 4 of the Social Welfare Bill containing the proposed changes to the payment without guarantees in place.

SOS - Save our Seven Year Olds

Passing the Social Welfare Bill in its current format will push more one-parent families into poverty. OPEN, Barnardos and the National Women’s Council of Ireland have expressed serious concerns that proposed changes to the One Parent Family Payment in the Bill will exacerbate already high levels of poverty among these families and entrench poverty traps that prevent lone parents moving from welfare to work. The Bill is due to be debated in the Dáil later today. The measures proposed means that by 2015 all lone parents in receipt of the One Parent Family Payment will be forced on to Job Seekers Allowance once their youngest child reaches the age of 7.

Barnardos has welcomed announcements from the Department of Children and Youth Affairs that boys aged 16 and 17 who are newly remanded or sentenced from the 1st May 2012 will only be detained at the Children Detention Schools in Oberstown, ending the practice of sending young people under the age of 18 to St. Patrick’s Institution. The children’s charity also welcomed the approval of €50 million in capital funding to develop the National Children Detention Facility Project at Oberstown. Three evaluations of DEIS (Delivering Equality of Opportunity in Schools) published today prove the need for continued resourcing of schools with high concentrations of students from disadvantaged backgrounds.
