Job Purpose

To support the ongoing development and delivery of quality needs–led, outcomes-focused services within Barnardos. To support the design and implementation of Barnardos new Trauma Informed Organisational Strategy.

Core Job Requirements

Service design

  • Facilitating the design of evidence-based, needs-led and outcomes-focused services by:
  • Analysing children’s needs
  • Reviewing the research evidence
  • Translating the evidence into practice by defining outcomes, developing theoretical framework, formulating a logic model and defining the scope and sequence of the programme.
  • Supporting staff and managers in the introduction of new programmes and offering the support and technical assistance required to implement the programme with fidelity.
  • Writing up the details of the new service into programme manuals to guide staff and managers in their implementation of the programme.
  • Training and practice support during pilot and implementation phases of new services
  • To ensure that best practice models and systems are documented and disseminated

Practice development

  • Design child-centred frameworks and systems to ensure consistency and best practice across Barnardos’ services (for example, child and parent participation, file and record keeping and active case management).
  • Supporting staff in their implementation of Barnardos’ systems.
  • Write and review policies and practice guidance (for example, child protection, promoting positive behaviour and complaints).
  • Write documents to support the implementation of quality practice (for example, parents’ handbook, best practice framework and participation toolkit).
  • Support the implementation of project-specific practice.
  • Support the change management process across the organisation.
  • To prepare proposals for the development of best practice models and commissioning of services.
  • To prepare proposals for the development of new best practice services.
  • Support the development of culturally competent services
  • Participate in the design and analysis of an outcomes tracking framework
  • To assist in the identification and analysis of training needs for Barnardos staff
  • To oversee the design and development of evidence-based training programmes for use internally and externally.

Auditing and monitoring:

  • Devising specific audit templates to monitor standards of practice
  • Complete national audits of practice to ensure compliance with agreed organisational policies and systems
  • Develop monitoring systems to track compliance with Barnardos policies and systems

Staff and Supervision

  • To ensure all staff, students and volunteers receive regular and professional supervision and appraisals.
  • To ensure training needs are identified and addressed to ensure learning is promoted within your area of responsibility.


  • Responsible for the management of Barnardos’ Best practice team.
  • To manage budget for the team, participate in budget planning and manage an approved budget(s) for your area of responsibility in line with Barnardos’ financial procedures.
  • To prepare reports on the work as required and to maintain effective working relationships with funders as appropriate.
  • To ensure that the protection and welfare of children is a primary concern of all training team staff and consultants and that, when child protection issues arise, Barnardos’ policies and procedures are fully adhered to and to participate in the child protection rota.

  • Commitment to the purpose of Barnardos and to work within the values, policies and procedures of the organisation and in the context of current legislation and regulations.
  • To participate in regular supervision with your line manager.
  • To actively participate in team and staff meetings and service reviews/ evaluations and to contribute to the development of policy and practice with your area of work and within Barnardos as a whole.
  • To report any area of concern to your line manager in a timely manner.
  • To show reasonable flexibility in relation to hours of attendance to meet the needs of the work. Work during unsocial hours may be required.
  • Have a flexible approach to the work in response to organisational change, development and review of best practice.
  • Participate in and engage with a performance management programme.
  • Identify training needs with your line manager and participate in training opportunities appropriate to the role.
  • To be vigilant to any Health, Safety and Welfare risks in the workplace and bring any concerns to the attention of your line manager or local Health and Safety Officer.
  • To be vigilant to any concerns regarding the protection and welfare of children and to bring them to the attention of the Barnardos Designated Person in a timely manner, in keeping with the Barnardos Child Protection policies.
  • To participate in the efficient flow of information within the organisation by sharing and seeking information as appropriate.
  • To undertake other duties as may be requested by the line manager from time to time.
  • To undertake your work in a manner that is friendly, flexible and informal.

Person Specification


  • A relevant professional qualification in a discipline such as social work, psychology, or a related area.
  • Qualification/ study undertaken in facilitation and / or training will be an advantage.


  • A minimum of 5 years’ management experience in the voluntary sector providing training or working in a community setting with children, young people and their parents who experience disadvantage.
  • Experience of leading or participating in change management programmes which result in improved outcomes for children.
  • Experience of facilitating practice development.
  • Experience of functioning as a strong team member sharing expertise, experience and co-working.
  • Experience in the design and delivery of services and training courses.


  • Knowledge of the needs of children and families with a particular emphasis on disadvantage.
  • Knowledge of impact of adversity on children and their parents and key aspects of a trauma informed organisation
  • Knowledge of a range of theories and approaches relevant to working with children, young people and their families (i.e. child development theory, family systems theory, solution focussed approach, group work theory).
  • Clear understanding of current policies and legislation affecting children and strong knowledge of child protection policies and best practices (e.g. Childcare Act, Children’s Act, UN Convention of the Rights of the Child, National Children’s Strategy).
  • Knowledge of evidence based practice and methods of integrating research and evaluation into everyday practice is desirable.

  • Full driving licence and access to the use of a suitably insured car.
  • To be able to travel regionally and nationally on a regular basis.

The post-holder is initially assigned to work in the National Office, Dublin 8 but may be required in the future to work in other locations in the Dublin area in line with organisational needs.
