What does our Finance Department do?

The Finance department provides financial support to Barnardos services and projects and manages the finances of the organisation. We provide the following services:

  • Produce the Financial Statements
  • Budget Preparation
  • Detailed review of actual income/expenditure to budget
  • Legal
  • Liaise with the Auditors
  • Process Payroll, Pensions & Expenses
  • Payments to suppliers
  • Reporting to and negotiations with Funders
  • Property
  • Insurance

What will the Director of Finance, Governance and IT do?

They will lead the development and strategic direction of the Finance, IT and Facilities, Governance and Risk areas in Barnardos.

They will participate in the strategic management and development of Barnardos as a member of the Senior Management Team and work with the Director of Fundraising and the Director of Children’s Services with regard to the strategic development of fundraising and statutory funding activities.

Job Purpose

To lead the development and strategic direction of the Finance, IT and Facilities, Governance and Risk areas in Barnardos. To participate in the strategic management and development of Barnardos as a member of the Senior Management Team and work with the Director of Fundraising and the Director of Children’s Services with regard to the strategic development of fundraising and statutory funding activities.

Requirements Specific to this Post

Finance - Overall responsibility for the financial systems, processes and policies of Barnardos with specific responsibility for:

  • Reviewing monthly management accounts and budgets.
  • Preparing multi annual plans and other financial reports and/or analysis.
  • Managing the preparation of the annual financial statements and annual audit in accordance with the Charities SORP and other best practice as relevant.
  • Preparing and/or reviewing financial reports for SMT, the Finance Committee and the Board.
  • Preparation of papers and presentation of the same to the Finance Sub Committee of the Board and the Board.
  • Management of the Barnardos Defined Benefit and Defined Contribution Pension Schemes, review of the related annual financial statements and attending all pension trustee meetings.
  • Ensuring appropriate financial internal controls are in place and finance policies are updated and reviewed on a regular basis.
  • Ensuring that our finance systems and processes are fit for purpose, efficient and transparent.
  • Ensuring that all funder audits and funder reporting are effectively managed.

Governance and Risk Management – Overall responsibility for data protection, compliance and risk management with specific responsibility for:

  • Ensuring that Barnardos processes, policies and procedures are in line with Data Protection legislation.
  • Being the Data Protection point person for the organisation – reporting data breaches, maintaining processing logs, advising on subject access requests, keeping related policies and procedures up to date etc.
  • Chairing and managing the internal information security management group in Barnardos.
  • Co-ordinating risk management plans across the organisation and preparing the annual risk register.
  • Coordinating and compiling the annual internal audit plan for the organisation.
  • Preparation of papers and presentation of the same to the Audit and Risk Sub Committee of the Board and the Board.
  • Ensuing compliance with funder regulations, governance codes and other statutory reporting and filing requirements.
  • Point person in the organisation for reviewing contracts and other legal agreements.
  • Act as Company Secretary and attend all Board meetings in this capacity.

IT and Facilities – Overall responsibility for ensuring that IT systems are adequate to support the needs of Barnardos with specific responsibility for:

  • Working with the IT manager to prepare and manage the IT strategic plan and implementation plans and policies.
  • Chairing and managing the IT Steering Group meetings.
  • Managing Barnardos’ property portfolio and insurance.

General

  • Managing staff effectively ensuring they receive appropriate supervision and support, their appropriate development needs are met and relevant records are maintained.
  • Keep up to date with relevant developments across the sector and contribute to consultations as appropriate.
  • Build relationship with key stakeholders.

Experience and Knowledge
  • A qualified accountant with minimum 7 years post qualification experience
  • At least 5 years’ experience in a Senior Management Finance role
  • At least one years’ experience of managing Data Protection.
  • Knowledge of current best practice and reporting requirements in Finance, IT and Governance.
  • Management of multi-disciplinary team and experience of working closely with other departments
  • Experience in the not-for-profit sector and Charities SORP is desirable
  • Audit practice experience is desirable
  • Experience of managing IT is desirable

Qualifications

A qualified Chartered, Certified or Management Accountant is required. A university degree standard qualification is also desirable, ideally in business, finance, or governance areas.

 

The postholder is initially assigned to work in the National Office, Dublin 8 but may be required in the future to work in other locations in the Dublin area in line with organisational needs
